In 2023, the legal cannabis industry has grown to generate billions of dollars in annual sales, and it has created hundreds of thousands of jobs across the United States.

Manufacturing licenses are the least prone to cyclical swings in terms of issuance. There are currently just over 6,200 manufacturing licenses in the Cannabiz Media License Database at 5,800 facilities. Cannabiz Media categorizes a license as a manufacturer if it fits the following description: License is for the processing (manufacturing) of marijuana-infused products, such as edibles or concentrates, but does not include cultivation or retail sale to customers.

Now that Q1 has wrapped up, we want to share our quarterly round-up of which states issued the most dispensary/retailer licenses. Our 2022 recap showed that 2,750 licenses were issued, and four states accounted for 66% of the newly issued licenses in 2022. The first quarter of 2023 shows Oklahoma responsible for 47% of the 699 new licenses nationwide – despite their license “moratorium”.
